The founding director of Neptune Maritime Consultancy is Mr. Edwin Lock who holds a B.Sc. in Port Management & Logistics (Flushing, 1989) and a M.Sc. in Maritime Economics (Cardiff, 1993) thus ensuring both a hands-on and academic approach and execution of assignments and projects.

Mr. Lock is an independent management advisor in the field of transport and port development with a focus on financial, economic, logistic and organisational aspects. He has been involved in many projects worldwide regarding port privatisation, PPP, port policy and strategy, logistic improvements, cargo traffic flow projections, management information systems, capital investments and organisational restructuring. Mr. Lock has provided the Dutch Ministries of Transport & Economic Affairs strategic advise for international transport policies. He has developed a financial module for investments in ports and related infrastructure. Mr. Lock is responsible for the execution and project management of a wide variety of multi-disciplinary and multi-nationality consultancy projects, sector studies, feasibility studies and strategic planning in the area of ports, transport and shipping worldwide. Mr. Lock has acted as a team leader/project manager for several EU port and transport projects and has been called in by the EU to evaluate Marco Polo transport projects.
